1. Whether former teachers have standing as municipal taxpayers to bring an Establishment Clause challenge against a school board’s decision to outsource an alternative school program to a third-party when the former teachers cannot demonstrate a negative effect on public funds such that the teachers could, at the very least, be subject to increased taxation.
