Whether the Supreme Court of Wisconsin, and more particularly Justice Patience Roggensack, violated the Due Process Clause of the Fourteenth Amendment by a 3-3 tie decision that upheld an appellate reversal of Petitioner’s judgment, with Justice Roggensack participating in the decision after previously disqualifying herself from hearing the same case.
